The City of Altus Finance is comprised of two different departments which report to the Finance Director. These departments are the Central Purchasing and the Finance Departments.
CENTRAL PURCHASINGThe Central Purchasing Department is responsible for all purchasing functions for the City of Altus, both contractual and non-contractual. This includes assisting departments and vendors in preparing specifications of items to be purchased by the City of Altus. The department also charged with contacting vendors prior to ordering materials to secure the most competitive prices for Altus. The Central Purchasing Department has four positions which are as follows Purchasing Agent, Buyer, Inventory Technician and Purchasing Technician. The nature of their jobs is described below:
This position is a supervisory position overseeing the Central Purchasing and warehouse functions for the City. This job requires knowledge of purchasing procedures and policies in preparing and processing the organizationís purchase transactions. The person who fills this position will customarily and regularly direct the work of subordinated employees to include making recommendations for hiring, promotion, demotion, discipline, firing and other significant changes in employment status.
This position is responsible for facilitating the procurement of routine equipment, supplies and services. The duties of this position require knowledge of purchasing procedures and policies in preparing and processing the organizationís purchase transactions.
This position works under the close supervision of the Purchasing Agent; this position performs a variety of clerical duties. This positionís responsibilities include inventory control, typing, answering phones, and monitoring incoming stock.
This position is responsible for Central Purchasing clerical work and warehouse functions for the City of Altus. The requirements of this position are knowledge of purchasing procedures and policies in preparing, processing, and typing various records, reports and transactions.
FINANCE DEPARTMENTThe Finance Department is charged with the responsibility of monitoring the activities of the General Ledger. This includes the Accounts Payable and Payroll functions. In conjunction with this task the Finance Department is responsible for the compilation and administration of the City of Altus budget, the administration of the Hotel/Motel Tax, internal auditing to insure compliance with all local, state and federal laws, and financial reporting to the City Council. The Finance Department has four positions which are as follows Finance Director, Accounting Coordinator, Accounts Payable Officer and Payroll Officer. The nature of their jobs is described below:
This is a highly responsible supervisory and administrative position directing, monitoring, and planning all aspects of the Finance Department which includes supervision of the Cityís auditing and accounting systems. This position is responsible for the work of others directly or through subordinates in the Finance and Purchasing Departments. The work requires the exercise of discretion and is performed with considerable independence within the framework of established administrative policies.
This position requires technical work of a complex nature within the Finance Department. The work involves responsibility for general accounting functions of the City under the direction of the Finance Director. A considerable amount of contact in involved with employees, software vendors and auditors. The work consists of journal entries, bank reconciliations, balancing of funds and other accounting functions.
Accounts Payable Officer
This is an office/clerical position in the Finance Department pertaining to the accounts payable functions and the billing of other department's services. This work is of a moderately complex nature. Considerable public contact is involved and employees of this class are expected to employ skill and judgment in the conduct of these contacts within established policies and procedures. Work involves the meeting of deadlines and information of a confidential nature. Employees of this class are expected to work with considerable independence. Advice is available from the Finance Director on unusual and difficult problems.
This is an office/clerical position in the Finance Department pertaining to the payroll functions of the City payroll and related services. This work is of a moderately complex nature; involves deadlines and confidential information. There is considerable contact with employees and the public and employees of this class are expected to employ skill and judgment in the conduct of these contacts within established policies and procedures. Employees of this class are expected to work with considerable independence. Works closely with the Human Resource Director and the Finance Director
