Meet the Mayor

  1. Jack was born and raised in Martha, Oklahoma (10 miles NW of Altus) and transferred from his small country school of only 16 classmates to Altus High School in 1972.

    After graduating from Altus High School, Jack attended Western Oklahoma State College in Altus, Oklahoma.

    Mayor Smiley studied Aviation at Western Oklahoma State and joined the Altus Fire Department in 1977.

    In 1997, Mr. Smiley retired as the youngest Fire Chief of a paid department in the State of Oklahoma. During his twenty year career with the fire department, Jack was awarded a Proclamation from the Mayor of Altus and Honored by the Governor of the State of Oklahoma for his life saving action of an elderly woman in a tragic house fire.  Chief Smiley was serving as the President Elect of the Oklahoma Fire Chiefs Association when he retired from the fire department to pursue his passion for aviation.

    Jack holds an Airline Transport Pilot rating with over 9600 hours Pilot-in-Command, a certified flight instructor, and member of the Aircraft Owner and Pilots Association.

    Mr. Smiley’s aviation career has included operating a flight school and charter service, commuter airline pilot, and flying for various corporations.  For the past 18 years Jack has been the Chief Pilot for Sooner Turbine Aviation, LLC based in Oklahoma City.

    Mayor Smiley previously served four years on the Altus City Council prior to serving as the Mayor of Altus, Oklahoma.

    Jack and his brother in law, the Honorable Charles Ortega (Oklahoma State Representative District 52) own and operate Smiley’s Tire and Auto in Altus that has been a family owned/operated business since 1955.

    Mayor Smiley’s hobbies include singing and playing in a band with his friends at local venues.  In addition, Jack enjoys collecting vintage guitars.

    Jack and his wife Mindy Miller Smiley have been married for 30 years and have three children.
    Son, Keaton (26) – Married (Kirstin) and lives in Portland, Oregon

    Daughter Hayden (24) – attending University of Oklahoma (Nutritional Science)

    Daughter Evan (21) – attending Oklahoma City Community College
